You can check this easily. Next to the tax disc on the windscreen there should be another disc, which will either be blue ( standard national license) or green ( standard international license). This should have the registration number of the vehicle, the operators name, the operators license number, the disc expiry date and the type of license.

Any vehicle over 3.5 tons gross plated weight used to transport horses for payment must have this license. 

Those offering horse transport without an operators license are doing so illegally and risk the confiscation of their lorry.
